NOVEMBER 2004

29, Monday: IAEA Board Adopts Resolution on Nuclear Safeguards in Iran. The IAEA Board of Governors has adopted a resolution on the implementation of the Agency´s safeguards agreement with Iran. In reaching its decision, the Board considered a detailed report from IAEA Director General Mohamed ElBaradei, who delivered a statement to the Board today on the latest developments. 25, Thursday: IAEA Chief ElBaradei Briefs Board on Iran Safeguards, Other Issues. IAEA Director General Mohamed ElBaradei briefed the Agency´s 35-member Board of Governors on a range of issues, including IAEA verification of nuclear programmes in Iran and South Korea. Earlier this week, in a separate statement to the Board´s Technical Cooperation Committee, he outlined the Agency´s planned programme supporting global development. 17, Wednesday: IAEA Director General Report on Iran Nuclear Verification. IAEA Director General Mohamed ElBaradei this week circulated his latest report on the Agency´s nuclear verification in Iran to the IAEA´s Member States. 2, Tuesday: UN General Assembly Backs IAEA´s "Indispensable Role". The United Nations General Assembly affirmed its confidence in the IAEA and urged global cooperation in the peaceful uses of nuclear energy, following the annual address by IAEA Director General Mohamed ElBaradei. States adopted a resolution that strongly supported the Agency´s "indispensable role" in the area of technology transfer to developing countries and in nuclear safety, verification and security. SEPTEMBER 2004

30, Thursday: Dr. ElBaradei Interview Focuses on IAEA Verification of Iran Nuclear Programme. In an interview on BBC´s "Hardtalk", IAEA Director General ElBaradei addressed the Agency´s nuclear verification work in Iran, as well as aspects of the nuclear supply network.

18, Saturday: IAEA Board of Governors Adopt Resolution on Iran. At the end of week-long meetings beginning 13 September, the IAEA Board of Governors adopted a resolution on the implementation of safeguards in the Islamic Republic of Iran.

13, Monday: IAEA Board of Governors Meet on Nuclear, Other Issues. The IAEA Board of Governors opens its meetings 13 September in Vienna, a week before the opening of the Agency´s General Conference of Member States. The Board agenda includes topics of nuclear security, waste management, and nuclear verification in Iran and Libya.

1, Wednesday: NPT safeguards agreement. Among other issues, the IAEA Board of Governors will discuss the implementation of the NPT safeguards agreement between the Agency and the Islamic Republic of Iran at its meetings opening 13 September in Vienna. A report for the Board is being submitted by IAEA Director General Mohamed ElBaradei.

JUNE 2004

18 June, Friday: IAEA Board Adopts Resolution on Nuclear Safeguards in Iran. The 35-member IAEA Board of Governors has adopted a resolution on the Agency´s implementation of nuclear safeguards in Iran. The resolution was adopted today at IAEA headquarters in Vienna, where the Board is meeting this week.

22, Saturday: Iran Submits Declaration Under Additional Protocol. The Islamic Republic of Iran has on 21 May 2004 delivered to the IAEA the initial declaration under the Additional Protocol to its NPT safeguards agreement. Media Advisory

APRIL 2004

7, Wednesday: IAEA and Iran Agree on Action Plan. Emerging from a meeting in Teheran on 6 April, IAEA Director General Mohamed ElBaradei said he was "satisfied" with the results of his meetings which included agreement on a joint action plan with a timetable to deal with outstanding issues regarding the verification of Iran´s nuclear program. 6, Tuesday: IAEA Director General Visit to Iran. Iran has agreed to accelerate its cooperation with the IAEA, Director General Mohamed ElBaradei told reporters in Tehran today after a meeting with Gholamreza Aghazadeh, head of the Atomic Energy Organization of Iran. Dr. ElBaradei said that a team of five IAEA inspectors will visit Iran on 12 April to verify that Iran has met its commitment to suspend enrichment of uranium. The Director General is to meet President Mohammad Khatami later today.

2, Friday: IAEA Responds to Iran Comments. The IAEA has responded to Iran´s comments and explanatory notes received on 5 March in connection with the latest report of the Director General on the Implementation of the NPT Safeguards Agreement in the Islamic Republic of Iran.

MARCH 2004

31, Wednesday: IAEA Director General to Visit Iran. IAEA Director General Mohamed ElBaradei is visiting Iran 6 April 2004 to consult on outstanding issues relevant to the IAEA´s verification of Iran´s safeguards agreement. The IAEA Board in March adopted its third resolution since September 2003 on the IAEA's ongoing verification of Iran's nuclear programme. Commenting after the Board meeting, Dr. ElBaradei emphasized that "it is clearly in the interest of Iran to cooperate fully with the IAEA and adopt a policy of proactive cooperation so that the IAEA can clarify outstanding issues as early as possible."

15, Monday: IAEA Board Resolution on Nuclear Safeguards in Iran. The IAEA Board of Governors adopted a resolution 13 March on the IAEA´s verification of Iran´s nuclear programme. Among other points, the resolution notes "outstanding issues" and questions, and requests Director General Mohamed ElBaradei to report back to the Board on these matters before the end of May, in advance of its next meetings scheduled to start 14 June.

8, Monday: IAEA Board Opens Meetings on Iran, Libya, Other Topics. The IAEA Board of Governors is meeting this week on nuclear safeguards, safety, and technology issues, including the Agency´s verification of nuclear programmes in Iran and Libya. IAEA Director General ElBaradei addressed the Board 8 March, saying that "important lessons" have been learned over recent months for strengthening the nuclear non-proliferation regime.

2, Tuesday: IAEA Director General Says Iran Verification "Moving in Right Direction". Speaking to reporters in Brussels, where he attended a European Parliament energy conference, IAEA Director General ElBaradei said Iran is showing greater cooperation with the IAEA in the verification of its nuclear programme. "If you look at the big picture, we are clearly moving in the right direction. If you compare where we were a year ago and where we are today, that´s a sea change," he was quoted as saying in a Reuters report. "I hope, sometime in the future - should Iran continue to cooperate, continue to give us all the details - we should be able to see some light at the end of the tunnel."

FEBRUARY 2004

25, Wednesday: Director General Comments on Iran Report. Director General Mohamed ElBaradei has circulated his report on the Agency´s nuclear verification in Iran to the IAEA´s Member States. Speaking to reporters this week, he said: "We have seen some good cooperation from Iran particularly with regard to access to sites. I would like to see, however, much more prompt information coming from Iran. We have made good progress so far in understanding the Iranian nuclear programme. One setback is the disclosure about the P2 centrifuge designs which Iran did not declare in their report. I hope this will be the last time any aspect of the programme has not been declared to us. I should also say their decision to suspend all centrifuge manufacturing and assembly, a comprehensive suspension, is a very important step towards building confidence." 24, Tuesday: Director General Report on Iran Circulated to Member States. Director General Mohamed ElBaradei has circulated his report on the Agency´s nuclear verification in Iran to the IAEA´s Member States. The report, whose distribution is restricted, reviews progress in the IAEA´s verification activities in Iran since the IAEA Board of Governors last considered the issue in late November 2003. The IAEA is not commenting officially on the report, which will be considered at the Board's next meetings beginning 8 March in Vienna.

12, Thursday: Director General ElBaradei Urges Tougher Action Against Nuclear Proliferation & Black Market. In an essay published in the New York Times, IAEA Director General Mohamed ElBaradei underlined the need for urgent action to toughen the world´s regime to stop the spread of nuclear weapons. His proposed measures include the need for additional authority for the IAEA, a much more stringent export control system and accelerated efforts towards nuclear disarmament. Separately, in commenting on non-proliferation proposals by US President Bush, Dr. ElBaradei said he shared "the same concern and sense of urgency". DECEMBER 2003

18, Thursday: Iran Signs Additional Protocol on Nuclear Safeguards. Ambassador Salehi of Iran and the Director General Mohamed ElBaradei of the IAEA have signed an Additional Protocol to Iran´s NPT safeguards agreement, granting Agency inspectors greater authority in verifying the country´s nuclear programme. NOVEMBER 2003

26, Wedensday: Board Adopted Resolution. At its meeting 26 November, the IAEA Board of Governors adopted a resolution on the implementation of NPT safeguards in the Islamic Republic of Iran. In his opening remarks at the press conference, Director General Mohamed ElBaradei said this has been "a good day for peace, multilateralism and non-proliferation". 17, Monday: In an interview with Time Europe Magazine, IAEA Director General said the "jury is still out" on Iran´s nuclear programme. The IAEA Board takes up IAEA verification in Iran at meetings beginning 20 November. Transcript | Press Release | Board Meeting

10, Monday: Iran´s representative to the IAEA delivered a letter to the IAEA today conveying his Government´s acceptance of the text of the Additional Protocol. He also officially informed the IAEA that it had agreed to suspend all uranium enrichment and reprocessing activities.

OCTOBER 2003

31, Friday: Update on IAEA Verification in Iran. IAEA Director General Mohamed ElBaradei said today that the Agency´s nuclear verification in Iran is making "good progress", with the next report going to the Board of Governors later in November. Media Advisory

23, Thursday: Iran Provides Nuclear Declaration to IAEA. On 23 October, Iran´s Ambassador in Vienna presented IAEA Director General ElBaradei with a documented declaration of its nuclear programme. A press briefing followed. Media Advisory

21, Tuesday: Iran Declaration on Nuclear Cooperation Welcomed. UN Secretary-General Annan welcomed the statement on Iran´s nuclear programme agreed with EU Foreign Ministers and urged Iran's full cooperation with the IAEA. Iran Statement | Media Advisory

21, Tuesday: IAEA Director General Comments on Nuclear Verification in Iran. Last week during a visit to Tehran, IAEA Director General ElBaradei received assurances that Iran would provide the IAEA with a full disclosure of all its past nuclear activities. Media Advisory

16, Thursday: ElBaradei Receives Assurances in Iran. IAEA Director General ElBaradei concluded talks in Tehran 16 October with the head of Iran´s Supreme National Security Council and other top officials, saying he had received assurances of Iran's "accelerated cooperation". Full Story

SEPTEMBER 2003

30, Tuesday: Inspectors Depart to Iran. IAEA Director General outlined expectations as inspectors depart to Iran. A team of senior IAEA inspectors will arrive in Tehran Thursday, 2 October launching an active and intense period of talks and inspections.

15, Monday: Iran Set To Respond To IAEA Board Resolution. At the IAEA General Conference 15 September, Iran said it would officially respond soon to the resolution on the verification of its nuclear programme adopted by the IAEA Board of Governors 12 September. Mr. Reza Aghazadeh, Vice-President of Iran and President of the Atomic Energy Organization, took issue with the Board's action, while pledging Iran´s continuing cooperation in the framework of its comprehensive safeguards agreement, and its consideration of an Additional Protocol that would enable more thorough IAEA inspections.

12, Friday: IAEA Adopts Resolution on Iran. The IAEA Board has adopted a resolution on nuclear safeguards in Iran, calling on Iran to accelerate cooperation with the IAEA and provide the full transparency needed for the Agency to complete its verification job. JULY 2003

9 July, Wednesday. ElBaradei Concludes Meetings in Iran.IAEA Director General Mohamed ElBaredei held meetings in Tehran with Foreign Minister Kharrazi, Vice President Agazadeh and President Khatami with a view to resolving the outstanding questions raised in Dr. ElBaradei´s report to the IAEA Board of Governors on 16 June 2003.

President Khatami and Dr. ElBaradei agreed that a team of senior IAEA experts (headed by IAEA Deputy Director for Safeguards, Pierre Goldschmidt) would remain in Iran to hold technical discussions with Iranian experts on outstanding issues.

President Khatami reiterated Iran's positive attitude with respect to the conclusion of an Additional Protocol; however he indicated that Iran is seeking clarifications on some aspects of the Protocol. To this end, it was agreed that a team of legal and technical experts from the IAEA will come to Iran in the near future to provide explanations.

1 July, Tuesday: IAEA Chief to Visit Iran. IAEA Director General Mohamed ElBaradei will go to Tehran for talks 9 July on safeguarding Iran's nuclear programme. Dr. ElBaradei, who last visited Iran in February 2003, accepted Iran's recent invitation to hold further talks on the implementation of the IAEA safeguards agreement.

JUNE 2003

16-20 June, Monday-Friday: IAEA Board Meetings. The 35-member IAEA Board of Governors, among other topics, discussed the implementation of the IAEA´s safeguards agreement with Iran, considering a report from the Director General and subsequently issuing a statement.
